Balaclava Golf and Equestrian Estate is a proposed 192.1842-hectare estate planned within the wider Beau Plan Smart City territory in Pamplemousses. Mauritius’s Ministry of Environment approved a Strategic Environmental Assessment licence on 31 July 2026 for the undertaking shown on masterplan TE439/TE5535SP (Revision 1, dated 15 July 2026). This is a strategic environmental approval: it does not by itself establish that all permits are in place or that construction has started. The licensed programme includes 92 serviced lots in Zone B; in Zone J, 35 villas, 15 duplex or townhouse homes, 76 apartments and a further 53 villas; an estate clubhouse; a multi-sports commercial and leisure facility; an 18-hole golf course; 38 equestrian villas; and an equestrian centre.
